Backstory: Cutter grew up in St Raymond. She became a cop to help ostracized people. Very quickly she learned ACAB, and her refusal to support fellow police in their bullshit makes her extremely unpopular with most of the other cops. It took her a long time to get promoted to homicide detective, and she's given low profile cases that are unlikely to be solved, especially if they have some kind of freak factor. She was recently transferred to a precinct across the city for BS office politics reasons.
